SCCM 2012 Chained Office MODI package cannot be "reinstalled" with the /adminfile command

We have packaged and advertised Microsoft Office Document Imaging 12.  MODI is set as a dependency of another package and "always run this program first" is enabled.  So if the main package is installed (Application Catalog) MODI gets installed first and then the main program.  The problem is when the main program gets uninstalled for some reason and the user selects the main program to install from the Application Catalog the process fails.  The return error is 30066 which is "The /adminfile command-line option can be used only during initial installation of the product"

My initial thought is to configure MODI's config.xml to replace the .MSP but there are file copies and executions within the .MSP that have to take place during installation.  I am only assuming that by NOT using /adminfile an installation can occur more than once.

Any ideas?

Is there a way to run a script BEFORE the launching of the setup.exe?  In config.xml?

The script can check to see if MODI is already installed and then exit the installation BEFORE setup.exe executes.
